6 Steps Towards Federal Employment
For those Veterans and spouses who are interested in obtaining a federal civil service position but aren’t getting the feedback they hoped for, read on!
To begin, federal employment is extremely competitive and yields longer turnaround times with status updates for a given announcement, when compared to the private sector. Still, there are a few steps you can take to increase your chances of landing an interview and, hopefully, a tentative job offer.
1. Utilize all websites that list federal employment. While the bulk of federal positions are located on USAjobs, there are several exceptions. Some federal agencies, such as the CIA, list announcements separately. Non-appropriated Fund or “NAF” positions, which are also federal, are located on entirely separate websites based on military branch (with the exception of Army NAF which is found on USAjobs). Your best strategy is to focus on different federal agencies you’d be interested in working for and visiting their website to learn about their hiring processes. Not sure where to start? 2. Utilize a federal resume. You can easily research online what a federal resume includes (or consult with me!). Federal HR offices will want to know how many hours you worked in a given position, supervisor’s name and contact information, and whether you’re a citizen or not in order to rate your application correctly.
3. Read the entire vacancy announcement. In doing so you will insure you do not overlook submitting a required document by the time the announcement closes. Many individuals have been disqualified based not on their skill set but simply because they forgot to upload a given document. For example, certain positions that require you to work with children (e.g. Child & Youth Program Assistant) often require you upload a disclosure document regarding your criminal history. It used to be that you completed this document after being hired but this has now changed for many installations.
4. If you are preference-eligible use it! There are several different preferences out there but, for our audience, you should be interested in whether or not you qualify for Veteran’s preference, disabled Veteran’s preference, or military spouse preference. A vacancy announcement will usually detail in the “Who May Apply” section what preferences it is accepting; just about all of them accept Veteran’s preference. You do not receive preference by simply saying you’re a Veteran or a military spouse. You must always submit documentation to back it up. Veterans should be submitting their DD-214. Disabled Veterans should submit their DD-214 as well as their Veteran’s Affairs (VA) letter confirming disability and the percentage. Military spouses can elect preference by using their PCS orders, so long as they are listed as a dependent and it has not been more than 2 years from the effective date. Lastly Veterans and spouses who have recently completed, or are wrapping up a degree program should look into the Student Pathways program for federal employment.
5. Consider all grades and different series of work. When applying to a given vacancy that is hiring at different grade levels you should choose the lowest grade. Why? Unless you know for certain how they will rate your application, you do not want to screen yourself out. For example, you may think you’re qualified for the GS-13 level but HR determines you are qualified at GS-11. In your application you told them you only wished to be considered for the GS-13 level so there goes the opportunity. Let HR decide at what level you qualify and, if they take a final interest in you, you can always dispute the grade. There have been instances where new hires were converted to their proper grade once HR received final paperwork regarding their education and so forth. Also, consider other types of work you’re qualified for. While your goal may be a legal position with the Department of Justice, it might be easier for you to get in as an Office Automation Assistant with the Department of Natural Resources and then transfer.
6. Apply, apply, apply! For every ten positions you apply for in the federal sector, you will be lucky if you get referred for two. Out of those two you’re even luckier if you get a call back for just one. The key here is to not get discouraged easily. Lastly, consider government opportunities at the city, county, and state levels as a backup in the event that the federal opportunity doesn’t come around fast enough.
